I experienced the same problem but with a different error message and solution. A 10.4.1 GDB that I inherited passed the 'pre-req' checks but produced the following error message on the dialog window after trying to upgrade the GDB. The same message was in the sde_setup.log. ERROR in creating GDB_Locks table. Error: -25 DBMS error code: 0 Upon investigation, I discovered that the <My GDB name>.sde.GDB_Locks table was missing. Why? No idea, it's still a mystery. The solution was to go into SSMS (SQL Server Management Studio) and add the 'db_owner' role to the 'sde' user. Then I ran the upgrade and revoked the 'db_owner' role from the 'sde' user. There is a problem downloading data from ArcGIS HUB (formerly known as ArcGIS Open Data). When users click on a download link, they receive JSON. To most users, it's a cryptic text string. It was working on Monday. A user reported this problem today. Can someone on the ArcGIS HUB team look into this? Rich, Thanks for promptly looking into this. We will to un-share and then re-share any data we update. There is a new twist on this problem though. We had assumed the download problem only occurred when data was updated. We discovered today that data that was downloading just fine had stopped downloading. Zoning data was updated on 8/2 and Development Process Areas was updated 7/25. Additionally, a site user reported that the Cities in Pierce County shapefile was not downloading. Rich, The downloading problem is occurring again. We noticed that it is not only data sets were updated recently. The problem is affecting both shapefiles and FGDB. It is not affecting all data sets. The City of Tacoma's GeoHub site is experiencing the problem too. Here are the affected data sets we found. Rich. Thanks for looking into this issue. When we applied the workaround to get the data downloads to refresh, the FGDB downloads worked. The workaround is: Update the data. Un-share the data. Wait until the data is no longer available on your Open Data Portal. Re-share the data. I assume forces another cache of the data, the same thing you did. We will continue to toggle sharing to allow our users to download file geodatabases. We will monitor the ArcGIS Hub change log for anything that may indicate the caching/download issues and errors have been fixed. Rich, The data we downloaded matches the changes we expected. Changes were made to both the spatial and tabular data. There were 399 changes, and a random sampling showed the data changed as expected. The record count matches our internal address point data. In case you continue to test downloading the data after it's been updated, we have moved the update time to occur close to another related update process. The Address Points data will now be updated at 6:45 PM PST on Sundays. Thanks, Cort

Rich, The FGDB I downloaded from Open Data appears identical to the internal source data. Internal FC - last updated 9/18/2019: max ObjectID = 5044939 # of records/rows = 388623 Last_Edited date = 9/12/2019 Open Data FGDB-FC - downloaded 9/19/2019 max ObjectID = 5044939 # of records/rows = 388623 Last_Edited date = 9/12/2019 The Address points data is updated Wednesday nights at 8:15 pm PST. The following morning we do several QC checks on the downloaded data. The process of downloading may trigger a caching refresh on your side. Toggling the sharing setting appears to trigger a refresh too. Can you download the data on Thursday morning? If you can, I will instruct our staff not to download this data before I hear from you. Patrick, After 16 hours, the FGDB download that was not working is working. The hosted feature service was Tax Parcels (Tax Parcels) When two others were updated, we were unable to check the allow Export Data to different Formats option. We eventual received this message.
