I am tracking COVID here in my town and state (Ohio). What is the best way to lay out the data table to be applicable to the time slider? Should I join sheets organized by the day?

I have a table of average sale prices by school district monthly from jan2010-jan2020. I need to time slide or animate change via chloropleth. Time slider won't allow it. If I transpose the table from horizontal to vertical I can't join the data. Ideas? Current table (Joined but will not time slide) : District jan2010 etc....... Beavercreek 240379 etc... etc.... Transposed: Month Beavercreek Madriver etc... 1/1/2010 240379 etc.... 2/1/2010 241440 etc..... etc... etc.... etc.....

I am trying to get an .xls (also tried the same file in .xlsx and .csv) to join a parcel feature. This is county level and the data is all supplied by the auditor's office but it is in .shp and .csv format. The join should verify as the columns are matching. It gets halfway and Arc starts (Not Responding). I have tried clipping the counties and joining and I have tried joining then clipping. same results. Ideas?
