Even with ArcGIS Desktop/ArcMap, if you define a function with only a pass statement and nothing else, it will return None and then Calculate Field turns that None into a SQL NULL. Although Calculate Field does iterate over the records, your pass statement is in a function that is being called on each row and not within the loop itself. A Python function has to return something, either a value or an error. If you don't return something, then Python None is returned.

You are passing expression type, which is the fourth parameter, as the second parameter, which is field. Also, when you pass the second parameter, you don't put it in square brackets, which creates a Python list and will cause another error. Try: arcpy.management.CalculateField(out_fc, "SEGMENT", r"!STRUCTUREBEG! + ' to ' + !STRUCTUREEND!", "PYTHON3")

Providing representative code would be helpful because it is likely how you are calling the tool that is causing the issue. From Select Layer By Attribute (Data Management)—ArcGIS Pro | Documentation If the input is a feature class or dataset path, this tool will create and return a new layer with the result of the tool applied. Are you passing a feature class or dataset path to the tool or the name of a layer or view?

Have you tried using an UpdateCursor—ArcGIS Pro | Documentation? If so, any error messages?

What ArcGIS Desktop app, specifically, crashes? I assume ArcMap is crashing, what about ArcCatalog, what about ArcScene?

Where are you expecting a Publish "button" to be? What is described in the documentation, and how it works, is through a context-menu option and not a button somewhere. However, we may be talking about the same thing but using different terms.

Is the FGDB feature class hosted on a local drive on your machine or a network share?

The issue likely has to do with the data store or workspace and not your code. Are you updating a feature service, enterprise geodatabase feature class, shape file, etc...?

If the max number goes to 115, do you want the result to be "001" so that all the values are 3 characters.

The answer lies in the fact that you are relying on dot density symbology for some polygons that have perimeters that span water and land. If you want to ensure all the dots are in land, you will have to intersect the census layer with some kind of water/land layer to get census area definitions that only include land.

If new data is being created in the enterprise geodatabase and not seen on the published service, I would check whether the new data and published data are using the same geodatabase version (not software version, but geodatabase version as in versioned data). It might be necessary to reconcile and post the data to a parent version before it shows up in the service.

Census data is commonly summarized by area, where are the points coming from? If I download the ACS_2021_5YR_COUSUB_36_NEW_YORK geodatabase it doesn't have any points in it.

Honestly, I have no idea what the question is for this post, or are you just sharing a story about working with a consultant?
