I don't think spending money, grant money, on hardware in excess of what you need to get the job done would be a valid expense. I think any computer you get at the local supplier that meets the minimum requirements will last for the three years you need it. Hard drive storage if you need large data sets, memory above the minimum will help, but I don't think that upgraded GPU is worth the expense.

I would find a laptop with a CD player and record the data to a external hard drive. Then you could transfer the data from the external hard drive to your laptop.

I had a similar problem but it was with the menus not behaving. The way I fixed it was to change the resolution of my screen. I had a magnify set on the screen, when I set that back to 100% the menus started operating as normal.

To create a custom coordinate system Open the data frame properties and click the Coordinate System Tab Click the Add Coordinate System drop-down button and select New> Projected Coordinate System. In the Name: box pick Local Set the parameters to something close to where your map is located Select the units and leave the GCS as is. Use Go to XY to find your center and place your map and data. Let us know if this works.

I am currently learning this software, ArcMap 10.2.2 at UNLV Geology department. The book I am using is Mastering ArcGIS by Maribeth Price. It's a good book to get you started. I would also suggest taking a class, there's a lot more to GIS than just learning the software. The issues of errors, and the effect of spatial autocorrelation on errors is not well taught in the software manuals.

Adobe Illustrator opens pdf files easily. Export from Adobe Illustrator has many options, including AutoCAD dwg, Microstation dgn files, and JPEG is an option also.

Moran's Index is a weighted index. It's hard to write the equation here but I uploaded a pdf with the example calculations. Essentially you want to know if the area you are looking at has areas that are similar and as you move away from that area does the similarity get stronger, weaker, or it doesn't matter. Moran's Index runs from -1 to 1. A negative spatial autocorrelation would indicate that things close together tend to be more dissimilar than things that are further away. A positive spatial autocorrelation would indicate, as Tobler's Law says, that things close together tend to be more alike than things further away. Zero spatial autocorrelation would indicate that it doesn't matter, that you can't expect things close to be more alike than things further away. Do a search for Moran's Index Calculation for the formula and sample solution.

I am a new user and installed ArcGIS SDK on a machine with VS Express 10 on it. The Windows Mobile SDK would not extract or install correctly without VS Express 8 being on the machine. The problem was VS Express 8 won't install with VS Express 10 install previously. The work around that I used was to install VS Express 8 on a spare laptop, extract the Windows Mobile SDK, transfer the files from that laptop to the desktop that I am using. I'm not sure if this is the best way to do that because I am just learning but it seems to work alright with the minor projects that I am using to learn.

The UNLV Geology department is teaching ArcGIS this spring semester. The class is using "Geographic Information Systems & Science" by Longley, et. al. and "Mastering ArcGIS" by Price. I have gotten ArcGIS 10.2.2 from Esri for use in this class. I got the DVD version rather than downloading the programs. Nine DVD in total, ArcGIS for Desktop, Data and Maps for ArcGIS(2013) and ArcGIS for Windows Mobile. The only issue I had was with the Windows Mobile DVD would not extract without a Visual Studio Express version 13 loaded. This program required a Visual Studio Express version 8. I created a work around by installing Visual Studio Express version 8 on a extra laptop and the files were extracted and moved to the desktop computer with the other programs that I am using for this class.
