This issue was resolved after re-installing ArcGIS server. Having all feature layers contain 0 features upon deployment may have contributed to the error.

Reproduced the problem for ESRI support to investigate. dsconnections.lst was not being created or updated in either location for uncertain reasons. Error was resolved by reinstalling ArcGIS server but using the same geodatabase.

I created a geodatabase again with the Create Enterprise Geodatabase tool, with the OS user as the db admin and sde owned schema enabled. When registering I use SQL security for the connection with the sde login. When I specify Windows security I immediately get a Bad Login User popup. I reproduced the error again with the profiler and SDE intercept enabled: SQL Profiler and SDE Intercept did not show any errors. I also didn't see any errors in the SQL logs. However when I increased the ArcGIS Server log level I got the additional info "Backup copy of data store connections file does not exist". This makes me think the issue is possibly with the configuration store?

I am using the ArcGIS Runtime API for .NET to create a program which can add and remove features from the layers in a FeatureService created with ArcMap 10.5 and deployed to ArcGIS Server 10.5. The feature layers are created from shapefiles where I added additional fields with ArcCatalog 10.5. The feature layers have 0 features in them when they are deployed. I create a ServiceFeatureTable for each feature layer and call InitializeAsync(spatialref) and set the OutFields to all fields. I add features by creating a GeodatabaseFeature with the table schema, setting the values for the Attributes, calling ServiceFeatureTable.AddAsync(feature), and then calling ServiceFeatureTable.ApplyEditsAsync(). In some cases UpdateAsync(feature) is called after AddAsync(feature) to adjust certain fields, but the outcome is the same. The features are added but the values of all the fields (besides the built-in OID and geometry fields) are NULL. The only way to prevent this is to access the geodatabase table through ArcCatalog after deploying the service and then immediately stopping it, and then setting Allow NULLS = No for each field for each feature layer. This workaround is error-prone as it is possible to miss one field, if anybody knows the root cause of this issue help would be greatly appreciated.

Hello, When trying to register the managed database for the ArcGIS server 10.5 through ArcCatalog it appears successful and will validate, but in the logs I get error 7415 (Failed to update the data store connections file, Registration of database is incomplete, Please re-register database). When I subsequently try to deploy a FeatureService through ArcMap it fails with error 001369 (failed to create service) after failign to get the server's server only enterprise database. I have tried changing the permissions on the config-store folder to give full control to all, and have also tried changing to a fresh config-store folder. I have tried restarting the server, and unlocking and restarting the publishing tools service. For the connection to the enterprise geodatabase I have tried connecting with the sde user, the sa user, and the ./arcgis service account user. This occured when I was trying to connect to a freshly created geodatabase (which I did while working a separate issue) - I have been able to register the database and deploy feature services on this machine before. Any help would be greatly appreciated, thank you.
