Robert, thanks, I’ll give renaming the files a try and see if there’s any impact. It’s not that much of an issue, more an annoyance to have to take the extra steps. As to Symantec, no, I don’t use endpoint; I’m on a fairly stock Costco purchased LG Gram 17” comp with McAfee security installed. I’ve been very slowly trying to learn ArcGIS to help my extremely small 136 residence rural West Virginia community map its owned/operated water/sewer/stormwater/road systems. I thought it was just something I wasn’t doing right (may still be!) but thought I’d ask. I’ve been trying to use the Esri Water Solutions (Water Distribution, Stormwater Management), but even these are way beyond our needs, so have been trying to modify them (mostly delete/make non-visible) parts we’ll never use. Been quite the challenge, anyway thanks for the assist.

Robert: I'm attaching 3 pics. One show the pop, almost completely blank, that shows up initially. It sometimes "flashes" the info momentarily (less than a second), but then goes and stays blank, just like you see in the pic. A second pic shows the pop-up after I click and move the gray bar (either up or down, clicking alone doesn't work), the data shows up and stays visible/clickable/etc. I'm not sure what configuration screen you want, so the last pic shows the very basic info I initially started with; I'm only interested in the AssetID, and a couple of other fields, don't need the rest but changing what displays hasn't changed the behavior

Robert, I have a similar issue when using ArcGIS Pro. I have a feature class in a map showing utility pole locations with long, lat, pole number, pole height, date observed, and pictures. I've turned visible layers on, configured the pop-up to display specific fields and attached images. But, when I click a selection and the pop-up appears, the only thing that shows is the name of the feature class and a title (not the one I configured, but close), none of the other selected data/pictures display until I move the gray bar. The data is there as my cursor changes from an arrow to a text input cursor to a finger to select something, but there is nothing visible, as if there's white text on white background. I can select an attachment when the cursor turns to a finger and it will display in a separate window, but I can't see what I'm clicking on. I've search the web for a fix and have tried numerous fixes to no avail. Is this just a peculiarity for ArcGIS Pro?

I'm in search of a mentor that can help me work through setting up a water/sewer GIS system for a very small community owned utility system. Esri's water team is either too busy, or we're too small to be of interest, and admittedly we're not be large purchaser. We only represent 140 residence connections, using two wells, three small reservoirs, and an effluent only sewer system. I've taken enough online courses to understand creation of feature classes of pipes, connections, valves, etc. and print the maps we need. But I can't figure out for the life of me how to implement any of Esri Water Utility solutions. I'm pretty technically competent, but their system of explanation is just too dense to penetrate; you seem to need an already established system to get anywhere. I need to start from scratch, using a file geodatabase and we can't afford (probably don't need) a portal for the five or six people that would access the data one or two at a time at most. I'd greatly appreciate any help anyone can provide. Thanks in advance.

Paul, Saying "you can follow most of the steps" isn't helpful. You have a few single-user license folks out here that would appreciate knowing what the specific steps are without having to guess at the process. It's already a steep learning curve without having to guess at the process. Thanks.
