Starting at ArcGIS for Desktop 10.1 SP1, the default locator options for geocoding have changed. The only locators that appear in the list of default address locators (populated from the DefaultLocators.xml file) after the install of SP1 are the ArcGIS Online World Geocoding Service, which points to http://geocode.arcgis.com/arcgis/services, and the MGRS Military Grid Reference System locator. The locators pointing to the geocoding services at http://tasks.arcgisonline.com/arcgis/services are no longer included in the DefaultLocators.xml file after installing ArcGIS for Desktop 10.1 SP1. There is no option to modify the size of the label background. The label backgrounds are designed to be flexible to accomodate the actual text size.

Hello James, There definitey is an option in ArcGIS 10 to do what you need. Below are the steps to do it: - In the editor toolbar, click Editor -> Start Editing. - Select the line segment that you want to split using the Edit Tool. - Again, click on the Editor drop-down and choose 'Split...'. The split dialog box opens. - In the split options section, choose Distance option and enter the splitting length. - You may also choose if you want the splitting to begin from the start or end of the line segment in the orientation section of the dialog box. Click OK. Hope this helps! Thanks, Saisudha Vivekanandan | Desktop Analyst, Support Services | Esri
