I performed an upgrade late last year from 11.1 to 11.2 and had issues with the instant apps straight after. After the upgrade, certain instant apps were no longer available in the instant apps screen. Not only that, if you had existing apps of the ones that were missing, they would no longer work or could be configured, they just ended up with a spinning wheel with a typescript error in the dev console. The setting that causes this issue is 'enable external content', which is in the portal administrator site under System/Content/External Content. With this set to true, all the instant apps show and allow configuration. When set to false, the issue occurs. ArcGIS11.1 instant apps work fine with this set to false. I am not sure if this will assist with your instant app error though. Hi Jeremy, We encountered the same crashing issue this week on three computers. They are running a mixture of ArcMap 10.8.2 and ArcMap 10.7.1 and use Nvidia GeForce RTX cards with driver 536.19 on Windows 10 x64. The computers that did not experience this issue are running an older Nvidia drivers (v516.94 & v512.77). Downgrading the Nvidia drivers on our problem computers to version 516.94 Studio Driver fixed the crashing issue. I noticed that Microsoft Edge Webview2 runtime updated just before the crashing started but I can't confirm this is the cause as I do not have permissions on my PC to do further testing.

This technical article may help with this. https://support.esri.com/en/technical-article/000017029 It creates another connection (similar to a view) to the original feature service but with the option of storing credentials. This new layer can have URL or IP restrictions applied so it can only be used in specific apps. This method also prevents access to the REST endpoint. The service URL of the second layer starts with 'https://utility.arcgis.com/' The original feature service can be unshared and the new limited one can be shared publicly and added to your specific application. The apps that need to use the new layer will need their URL added to the 'limit usage' option in the settings tab of the new layer. I have done some testing with this recently with some tile layers. The original layers are not shared but the secured versions are shared to the public. It can only be viewed in the apps that have been given permission. When opened in an app that doesn't have permission, it returns an error. However, I did encounter issues with this process when used on a hosted tile layer that had the tiles generated and stored in AGOL.
