In the StreetMap Premium product, the detailed streets layers (Streets and Routing_Streets) are protected datasets; so without the appropriate license file installed you will not be able to view either in ArcMap or ArcCatalog. Also, you cannot export the Streets and Routing_Streets layers to a shapefile or other feature class. You also cannot use any ArcGIS function that will read from the Streets or Routing_Streets Shape field and output features into a feature class (i.e., buffer, intersect, etc.). Please refer to the StreetMap Premium product resource page/system requirements/service packs page here: Patches and Service Packs—StreetMap Premium for ArcGIS | ArcGIS for Server Use the Previous Versions link on the left-hand side to see earlier versions. Refer to the Quick Start Guide or Release Notes included with the StreetMap Premium product to see how the File Geodatabase was split up between DVDs. All the files from the each of the DVDs must be put under one File Geodatabase folder, for example, NorthAmerica.gdb for the FGDB to function correctly.

First, make sure that your StreetMap Premium license file has not expired, check for an expiration date on the end of the license file name, for example: nahr_fgdb_2015.1_na_all_11_12_15.sdlic. This license file expires on 11/12/2015. Next, check the StreetMap Premium resource pages to make sure that you are using the appropriate version of the license file with the same product vintage. Each StreetMap Premium product has its own unique license file and license files are not transferable between versions. The StreetMap Premium product resource page/system requirements link is located here: 2015 system requirements—StreetMap Premium for ArcGIS | ArcGIS for Server Check under the Previous Version link on the left-hand side for 2013 and 2014 version requirements. The offset only applies to StreetAddress locators. Side offset Some address locator styles use reference data containing address range information for each side of the street. Address locators based on these styles can determine on which side of the street an address is located. For cartographic or proximity analysis purposes, you can specify a side offset for geocoded features when using these styles of address locators. When you specify a side offset, the address locator locates geocoded features at the specified distance, based on map units, from the street centerline on the correct side of the street. The Distance value is the physical distance in meters from a candidate to a specified location. The Distance output value is calculated for each candidate when the Location input parameter is passed in a request using the Find or findAddressCandidates methods. If the Location parameter is not passed in a request, then the value of Distance is zero.
