SDE for SQL Express is included with Standard and Advanced licensing. Technically personal and file geodatabases are multiuser, however performance will suffer over time. If they don't need to see the edits someone is making immediately, you could set up a robocopy script to create and update a local copy nightly and just edit the network copy. I use robocopy scripts extensively to keep various hosting locations updated and for backup.

Upon upgrading to 10.5, I have found that I am no longer able to access my agency's address locators that were stored in the geodatabases. Do they need to be published as a service now or is there somewhere else they need to be stored on the server instead of inside a geodatabase?

I am in the process of implementing the LGIM with some modifications and I am planning to set up the same kind of relationships for a number of tracking log tables. For example, a Hydrant Service Log that will update a field in the hydrant layer as part of adding a new record to the table. Looking forward to see how others have implemented something like this. This schema change has been a great exercise in really thinking through my data model and coming up with ways of making much more use of other non spatial tables to cut down on data duplication by using relates.

You refer to bike trails. Are these trails in the woods or are they more of a bike path generally in the open? If it's in the woods, GPS coverage can be problematic in the woods in another month or so as the canopy fills in. The higher end units have technology for dealing with shadow, but they are pretty pricey for the kind of collection you are talking about doing.
