I have posted about this before but I am sharing this again since there is some new info that can help people find ArcGIS data. I am a software developer who has been producing maps that display GIS data using: 1. Leaflet map API 2. ESRI Leaflet plugin 3. My own javascript Acting as a volunteer, I produce maps related to disasters (particularly wildland fires) and post them on social media. Currently I have a free ESRI developer account. However, I have been informed by an ESRI rep that this type of account is not supposed to display tile layers that ESRI owns which are part of ArcGIS Online. For example, my map has been displaying this ESRI tile layer which consists of scans of the old paper USGS topo maps. https://services.arcgisonline.com/ArcGIS/rest/services/USA_Topo_Maps/MapServer I have 2 questions: 1. If I buy the ArcGIS Online Individual license will that entitled me to produce maps that display tile layers that ESRI owns which are part of ArcGIS Online? 2. Does an ArcGIS Online Individual license have a rate limit? For example, the free developer account has a limit of 1,000,000 million basemap tiles per month. The Living Atlas has an entry called “USA Topo Maps” at: https://www.arcgis.com/home/item.html?id=99cd5fbd98934028802b4f797c4b1732 This is a tile layer that displays the ‘historical’ USGS topographic maps. ESRI owns this tile layer. The information for this tile layer includes a link to a “summary” of the terms of use. That summary document has two sections: “IF YOU HAVE AN ARCGIS SUBSCRIPTION YOU MAY ..... IF YOU HAVE A DEVELOPER SUBSCRIPTION Refer to the ArcGIS Developer FAQ” I have an ESRI ‘developer’ account. The ESRI Developer FAQ is at https://developers.arcgis.com/faq/ That FAQ is silent on the question of whether a ‘developer’ account can display tile layers listed in the Living Atlas and owned by ESRI. 1. Can anyone shed light? 2. I am requesting that ESRI update its ‘developer’ FAQ to specifically address this issue.

This post is more of an answer than a question. Hope that’s OK. A few years ago I was surprised to discover that there was not a list of federal ArcGIS server addresses. So I started making such a list to help with my Leaflet mapping projects. Sure enough, that work expanded and the list now includes state, county and local ArcGIS server addresses. Note that this list focuses on server addresses, not portals. Each address is scanned by my code once per week and any dead links are fixed or flagged. An updated list is usually posted each week. Here is the ArcGIS server list as a pdf file: https://mappingsupport.com/p/surf_gis/list-federal-state-county-city-GIS-servers.pdf And here is a csv file that you can use to import the server addresses into other tools. Here is an ESRI presentation promoting progressive web apps (PWA). https://www.esri.com/content/dam/esrisites/en-us/about/events/media/2019-european-developers-summit/eurodev-09.pdf By definition, a PWA can work offline since the files can be cached on the user's device. And anyone with the link to the main page for the PWA will be able to open it and cache the files, including basemap tiles, on their device and do so without making any calls to ESRI's servers. On the other hand, ESRI's TOS seems to indicate that allowing anyone to use portions of ESRI's basemaps offline as I have described is not allowed. Can anyone shed light?

I am trying to use dynamic layers to restyle some data from the USA national map server. Here is a tile call without dynamic layers. When I use this code with my ESRI developer API key and my search string I get back the following error:
"code": 499, "message": "Token Required", "details": []
I would like to get this working since I am using my own search interface instead of ESRI's search control. What am I missing?

I have been using the following geocoding service which is in the ESRI Leaflet documentation. L.esri.Geocoding.geocode() And it has worked fine without an API key or token up until just recently. But if necessary I can switch to the REST API geocoding service.

I have a leaflet map that uses the ESRI geocoder. My map gets one location per request, displays that spot on the map[ and does not save the data.
This page says using ESRI's geocoder in that manner is free: https://developers.arcgis.com/rest/geocode/api-reference/geocoding-free-vs-paid.htm
However, today the geocoder sends my map this message:
"code": 499, "message": "Token Required"
Can anyone shed light?

This query command works fine. https://geodata.epa.gov/arcgis/rest/services/ORD/ROE_PercentChangeCarbonStorage/MapServer/2/query?f=GeoJSON&returnGeometry=true&outFields=*&where=CountyName LIKE 'Skagit County' But this one with a wildcard fails. https://geodata.epa.gov/arcgis/rest/services/ORD/ROE_PercentChangeCarbonStorage/MapServer/2/query?f=GeoJSON&returnGeometry=true&outFields=*&where=CountyName LIKE 'Ska%' All the documentation says % is a wildcard for 0-to-many characters. What am I doing wrong?
