You can add IPv4 connecting addresses at the end of the pg_hba.conf file. Although certainly not recommended for production environments, an entry of host all all 0.0.0.0/0 md5 will allow all addresses and enable you to see if IP address restrictions are your problem. Connection parameters are documented at https://www.postgresql.org/docs/12/auth-pg-hba-conf.html.

Although the http://gis.maricopa.gov/arcgis/rest/services endpoint shows that the Services Directory is disabled: , the ArcGIS for AutoCAD plugin happily ignores this and proceeds to connect, displaying all the available map services: Weird, right? No, you're right, the http://gis.maricopa.gov/arcgis/rest/services endpoint is not browser-accessible. BUT... the endpoint of http://gis.maricopa.gov/arcgis/rest/services/Imagery/AerialComposite/MapServer works fine from ArcMap, ArcGIS Earth, QGIS, etc. As well, all of the services from http://gis.maricopa.gov/arcgis/rest/services are accessible through the ArcGIS for AutoCAD plugin, except for the ones in the Imagery folder: What's special about the endpoints in this particular folder??? Right, the services directory has been disabled (misguided IT Department paranoia). But the service endpoints can be directly accessed. The endpoint that is configured in the AutoCAD plugin is http://gis.maricopa.gov/arcgis/services. Try hitting the http://gis.maricopa.gov/arcgis/services > Imagery > AerialComposite when you have the Maricopa County services configured in the AutoCAD plugin. What is 100% weird is that the aerials are the only services that won't connect. Image services from other Arizona agencies like https://azgeo.az.gov/arcgis/services work fine through the plugin.

Yes, you're right-- the services directory has been disabled (misguided IT Department paranoia). But the service endpoints can be directly accessed. The endpoint that is configured in the AutoCAD plugin is http://gis.maricopa.gov/arcgis/services. Try hitting the http://gis.maricopa.gov/arcgis/services > Imagery > AerialComposite when you have the Maricopa County services configured in the AutoCAD plugin. The environment is AutoCAD 2018, using the ArcGIS for AutoCAD plugin, version 370. In the main, it works fine, but when trying to access http://gis.maricopa.gov/arcgis/services > Imagery > AerialComposite, the system just hangs and finally errors out with the message "Error adding service. The remote server returned an error (403) Forbidden." The problem is that this same fully-formed URL (http://gis.maricopa.gov/arcgis/rest/services/Imagery/AerialComposite/MapServer) works fine in ArcMap, ArcGIS Earth and open source QGIS. Can anyone tell me what might be going wrong for this particular service? All of the other http://gis.maricopa.gov/arcgis/services endpoints work fine-- except for any of the imagery layers. OK, I know it's been knocked by others as potentially virus-laden (it's not) and a notorious data corrupter (I've never found it to be so), the free utility Unlocker works wonders on locked file geodatabases and many other Windows system files. This site tested Unlocker and found it to be malware- and virus-free, but as always, run it through your own local virus checker and back up your data files first.

The Google Street View Image API Usage Limits policy is pretty generous. In the description of the service: "Most websites and applications may use the standard Google Street View Image API free of charge. A project is restricted to the complimentary per-day-limit of 25,000 map loads, unless you enable billing on the project. If billing is enabled on the project, the standard Google Street View Image API supports up to 100,000 map loads daily. If your website exceeds 25,000 map loads in a day, the API will cease to function for the rest of the day, unless you enable billing to access higher daily quota." Pretty straightforward. For developers, the image API metadata requests are unlimited and are very useful in and of themselves.

As a professional land surveyor, you might imagine my bias J. Many (maybe even most) georeferenced maps and digital geospatial data are prepared by experts like wildlife assessment managers, archaeologists, and so on who are uniquely qualified to determine the location of domain-specific geospatial features, given appropriate survey control. That is to say, accurate locations of relevant project feature classes can only be derived from accurate survey control. If you’re performing geospatial data collection for any nearly any federal project, its accuracy must be measured and stated per the guidelines specified in the Federal Geographic Data Committee’s Geospatial Positioning Accuracy Standards, document FGDC-STD-007.4-2002. In short, spatial accuracy reporting requirements dictate that accuracy estimates must be determined by the “…differences between project dataset coordinate values and coordinate values from an independent source of higher accuracy for identical points”. And of course there are specific procedures to be followed in determining and reporting those differences. So it’s not enough just to say that an expensive GNSS receiver was used, and that all observations were made by really careful people who are professionals in their respective fields. It’s this statement of accuracy thing that usually bedevils non-surveyors. That, and the fact that risk-fraught mapping can expose the contracting agency to near-infinite liability in these litigious times, requires licensed professionals upon whom the wrath of licensing boards and sue-happy end users can be wrought. Professional-grade mapping involves and requires… licensed survey-proficient professionals.

It sounds like the permissions on your S3 bucket aren't being set to allow read access by All Users. By default, there aren't any permissions granted to users beyond the authorized bucket creator.
