I was trying to merge some administrative regions and was also getting this error message: "The destination layer type cannot be merged." Clicking on "status" (see screenshot below) let me know that the problem was that I was using a "tiled service layer" (basically an image, not a regular feature layer) that couldn't be edited. I was able to copy the tiled layer to a feature layer, open the feature layer, and do my merge there.

This is a view from the lead map (Covid-19 Cases by county) on the Johns Hopkins Covid tracking site, produced in collaboration with ESRI. COVID-19 United States Cases by County - Johns Hopkins Coronavirus Resource Center In fairness, it is much more helpful in distinguishing differences in Montana and Wyoming.

I have yet to fully road test this, but if it is as advertised, it will make a lot of people's lives easier. Thank you!

I was tinkering (well, groping) with the beta of the new Story Maps app creation thinga-magig. I clicked on my map and up popped a fat, beautiful, legible popup. It had better than four times the surface area of Pro's or AGOL's normal default size. It scales dynamically with the browser window size. And it's sensibly placed to the left side of the map frame so it doesn't obscure the part of the map you are focused on, and is still visible even when your map is being viewed on a smallish screen.

This is huge! Assuming it works, it removes my biggest reservation in recommending AGOL for an application. Thank you! I'm going to have climb a bit further up the learning curve to actually do what Brandon suggests, but would be very interested to hear if someone else were able to implement his suggestion.

Another thing that can prevent the public from viewing your Online Story Maps and other map apps is the "anonymous access" settings. It should be checked. Find it in Organization, Edit Settings, Security. Here's the documentation about that setting: https://doc.arcgis.com/en/arcgis-online/administer/configure-security.htm

I finally did a session with tech support when the same problem cropped up again. The tech, as usual, was great. (It always amazes me that they are able to learn packages a convoluted as ESRI's as well as they do.) We were able to narrow the problem down to a software problem with the particular map app I was using. It was the "Basic Map Viewer", which you get to by clicking Share, Create A Web Map, Configurable Apps, then the default Basic Viewer. The tech was willing to keep at the problem to the bitter end, but mentioned that the Web AppBuilder had a better track record of reliability than the Configurable Apps that I had used. I tried that. The WebAppBuilder let me recreate my app quickly and easily. When in doubt, refresh, reboot or rework. It can be worth a pound of cure.

The fix to the bug you mention was apparently fixed in ArcGIS Pro 2.1: https://support.esri.com/bugs/nimbus/QlVHLTAwMDEwMTE3OQ==

Well, yes, everyone can see it now because everything (the supporting apps, maps and layers) is shared publicly, but everything was already shared publicly the night before when I was getting bounced.

I test public access to the Story Map by trying to sign in thru a Chrome incognito window because that puts me on the same basis as a stranger trying to open my Story Map for my test. If I try to open a map once I'm logged into my own account, I can have "bad" settings (not publicly shared) and still get into the Story Map.

For the second time in as many weeks, I have tinkered with a series Story Map, finished my changes, and gone to an incognito window to test whether the public could access it. They couldn't. I was unexpectedly blocked by a the "please sign in" request. That usually means that some component of the overall Story Map was not shared publicly. I was able to narrow the problem down to a map app feeding my Story Map. After checking all of my sharing permissions a couple of times, and rebooting once for good measure, I got the same message, gave up and went to bed. By the time I woke up, my Story Map had fixed itself and could be opened from an incognito window. Elves? What do they know that I don't?

I had the same problem, or at least the same symptoms. I couldn't, in Pro, edit the hosted web layer that I owned and had able to edit in AGOL. After considerable head scratching, I figured out I couldn't edit the hosted web layer because it was being "projected on the fly" to accommodate the incompatible projection already being used for the map. When I opened the web layer into a fresh map with no established projection, the layer it became editable. The penny dropped for me when I saw the "Edit Status" of the layer, with its additional explanations. (See screen shot below). The little grey squares inside the little boxes, circled in red, flag layers that can't be edited.

I just got lost for the better part of an hour wandering thru a fraction of the servers on your list. You're good to have put it together and opened it up to everyone. I've got to believe that it will hook a lot of data users up with data suppliers, put their data to much wider use, and give us all more value out of our tax funded GIS efforts. Hats off!

The Usage tab of the item page counts "Requests" per hour. I'm constantly trying to figure out how many "requests" are just me fiddling with my pages, how many are crawler bots, and how many are cartographic connoisseurs admiring my brilliance. Can anyone help me understand what kinds of actions own trigger "Requests". Does saving an edit to a web map constitute a request? Does editing work on an item description page trigger one? Thanks for any insight!
