I will appreciate some help. I am upgrading our ArcGIS Enterprise from 10.8.1 to 10.9.1 in the following order; Upgrade Portal for ArcGIS Upgrade ArcGIS Web Adaptor (for Portal) Upgrade the ArcGIS Server site serving as the portal's hosting server Upgrade ArcGIS Web Adaptor (for Server) ArcGIS Data Store (upgrade primary first, then stand-by) Upgrade ArcGIS Server (any additional sites in the deployment) I have been unable to go beyond #2. I get the following errors; 1. Following the Portal for ArcGIS upgrade (after installation is complete); 2. Following the Webadapter upgrade (after installation is complete); I immediately thought it had something to do with our Server Certificate (which is self signed). A new one was created (self signed, binded, and all) because the previous one had expired, but no change. I have been upgrading without too many issues since version 9.3, I therefore am at my wits end on what could be happening now. What am I not doing right?

Thanks Josh. You are right. I found the core licenses in ArcGIS Online. I didn't think that would be the case because I had requested a switch a few years ago which was successful, I was therefore surprised to find that they were attributed to ArcGIS Online again after yours of successfully using them in Portal. I will reach out to tech support. Thanks again.

I will appreciate help in understanding where i have gone wrong. I am Updating from 10.7.1 to 10.8.1. While licensing Portal for ArcGIS 10.8.1 something seems to be very wrong, I only see licenses for my ArcGIS Pro extensions, not the core licenses for my ArcGIS Pro Advance and Basic (I am definitely under maintenance).
