It's all automated already. You can add a KML/KMZ layer just like any other kind of layer, and importing or exporting KML is via geoprocessing tools.

You can already display KML layers, or import and export KML or KMZ files in ArcGIS Pro. However, they are not as useful as other layers, because all KML data by definition is only in a single coordinate system and not projected, and they are read-only in ArcGIS. KML and Parquet serve very different purposes. KML is really only meant for front-end applications and sharing small datasets, while Parquet is designed for storing big data, and can be spatially enabled using GeoParquet. It makes sense for ESRI to invest further resources for Parquet support, because it can be used for serious big-data and spatial analysis, but KML cannot feasibly be used for either.

Same issue. We have already gotten calls from citizens who say the apps are "broken." I know it is as easy as clicking on View, but many of the people who use our ArcGIS Online page are not technically savvy, and cannot seem to figure that out on their own. Clicking on apps from ArcGIS Hub still works properly, but the interface is worse than the ArcGIS Online page, so we have been advertising our URL for the latter to citizens. The behavior of the ArcGIS Online page needs to be reverted to its previous behavior now.

There was a post similar to this a while ago. It's possible to host PDFs on ArcGIS Online, but personally I don't want them to take up my limited space here. Therefore, I host the PDFs on AWS, though any web hosting would work, including SharePoint. (On the other hand, the last time I used SharePoint I remember with disdain the long, random URLs it assigned to things.) Formatting the field is the easiest part. As long as it's a valid URL starting with "http" or (preferably) "https," then ArcGIS Online automatically makes it a live link. In some cases, probably for space, it replaces the link text with "View," which may or may not be desirable.

That depends how your road centerlines are setup. In our case, each centerline has address ranges for both sides, so splitting one requires manually assigning the address ranges to each of the two new segments. I don't think that's something you could do with attribute rules alone, but ESRI's Address Management solution uses that exact scenario in a promo video I saw. I haven't tried it myself, but it looks enticing.

ArcGIS Pro generates the legend based on your symbology settings for the layer. Google Earth doesn't work like that, so the exported "legend" is just an overlayed (semi-transparent) image. To see it, you need to expand the "Legend" folder and choose a radio button for one of the positions on the screen. I hadn't tried exporting a legend from a Layout before, and frankly, I think it looks like **bleep** in Google Earth. I think a better solution would be to take a screenshot of the legend in ArcGIS and manually overlay it in Google Earth. Then you could better control how it looks.

I looked more closely at the TableToExcel documentation, and I do see that the table of parameters shows it should accept a list. (It's pretty subtle, the summary says "a table," i.e. singular, but below it shows the parameter accepted as either "Input_Table" or "[Input_Table,...]".) If the only difference between your code is .xls vs .xlsx, it should work. I tried it out on a few layers I currently have open, and it worked either way from a Python window in ArcGIS Pro 3.1.2. Perhaps the name you are searching for is not returning the list you're expecting? Maybe print out the list before calling TableToExcel.

You'll have to call the TableToExcel function in a loop for each value in the list, not just pass a list to the function. It only expects a single value each for the input and output tables.

Yeah, in ArcGIS Online you'll have to edit the copy of your app to use the copy of your maps. I don't know of any way to get around that.
