As Asrujit suggested, you could try and ping the database server (IP address) from your ArcGIS client machine's command prompt, just to confirm the connectivity between two boxes.

Generally it is not recommended to perform edits from the back end in the system tables, however please make sure you have a full current backup of the database before performing the below queries: 1) Check if any of the below system tables have entries for city_2 feature class using SQL server management studio. select * from dbo.GDB_ITEMS where Name = 'Featureclassname' Select * from SDE_table_registry where table_Name = 'Featureclassname'; Select * from SDE_column_registry where table_Name = 'Featureclassname'; Select * from SDE_geometry_columns where f_table_name = 'Featureclassname'; Select * from SDE_layers where table_name = 'Featureclassname'; 2) If you are able to find entries in some of the tables, you could try removing them using the following: delete from dbo.GDB_ITEMS where Name = 'Featureclassname'; delete from SDE_table_registry where table_Name = 'Featureclassname'; delete from SDE_column_registry where table_Name = 'Featureclassname'; delete from SDE_geometry_columns where f_table_name = 'Featureclassname'; delete from SDE_layers where table_name = 'Featureclassname';

Please do check the sdedc_SQLServer or sdedc_Oracle log file (in the following location on the ArcGIS client machine: C:\Users\User_Profile\AppData\Local\Temp ) and confirm if any FeatureClass name/Domain name is mentioned in the file, on the date_time when the error was encountered on the ArcGIS client machine and confirm if that domain does exist or not in the geodatabase . You could also try to upgrade to a supported release i.e 10.3 or any ArcGIS desktop version prior to it. I understand you did try with 10.3.1, however you could give it a shot. As mentioned in the below web-link: " You can upgrade directly from a 10.1, 10.2, 10.2.1, 10.2.2, 10.3, 10.3.1, 10.4, 1.0, 1.1, or 1.2 geodatabase if your database is at a supported release. " 1) Upgrade an enterprise geodatabase in SQL Server http://desktop.arcgis.com/en/arcmap/latest/manage-data/gdbs-in-sql-server/upgrade-geodatabase-sqlserver.htm 2) Upgrade an enterprise geodatabase in SQL Server http://desktop.arcgis.com/en/arcmap/10.3/manage-data/gdbs-in-sql-server/upgrade-geodatabase-sqlserver.htm " You can upgrade directly from a 9.3.1, 10, 10.1, 10.2, 10.2.1, or 10.2.2 geodatabase to a 10.3 geodatabase if your database is at a supported release.
