Arcgis Server Query Issue--wrong time zone with timestamp field

Hi

I applied a WHERE filter and this key is a primary key in data base which means will returns one single record.When Return Grometry's value is true the result (data type is timestamp) is correct and looks like this below:

And once I switch the Return Geometry to false the result will change to this :

I m using arcgis 10.7 and Oracle 12C,the database's time zone and arcgis server's time zone are both +08:00.

Please let me know how to fix this issue.
