Hi Gerti,

 ArcGIS for Aviation has tools for quickly generating Obstacle Identification Surfaces (OIS) including ICAO Annex 14 OLS.   See this link for more information:  ICAO Annex 14—Help | ArcGIS Desktop

what I can do because I have only arcgis destop 10.4.1  not aviation can you help with one example
