Can it even be done? Is it possible to have the map layer pop-up perform a "Story Action" navigate?
I know how to create a button to navigate within the story map content, with each section panning to a different area of the map with features with pop-ups. as when I look into the html code for the "Story action" it give this:

This looks like an internal command to navigate to an indexed section of the story map, but it's can't be used as an external link to bring someone to that section of the story map if they are not in the story map already. Neither does the URL changes.
Therefore I don't see a way I can populate my underlying feature layer with an additional field containing a link to navigate to the specified section of the story map.
Any insight from similar encounters would be much appreciated.
