I have uploaded a CSV file to ArcGIS Online and attempted to extract data within a separate layer and it never appears in my content folder. No error message appears. I am running the same process / method every three months without issue.

Can you open the developer tools > network tab to see what request is failing? Does the layer export to different formats from the item details page? If this is still occurring I would recommend getting in touch with Esri Support - let me know I can assist with getting a case created for them to take an in-depth look at the issue.
