WMS misinterpreted

There is a problem with WMS services in the latest version of ArcGIS Earth 1.9.

When I tried to use the following WMS service

https://www.ogc.vd.ch/public/services/OGC/wmsVD/Mapserver/WMSServer? 

provided by ArcGIS Server I get this result

Instead of this one in ArcGIS Pro
