How can I 'batch load' Built-in-Users in ArcGIS Server 10.6?

You can do this with a CSV and Python script:

I have the CSV file but I would still need more help in actually doing it.

Are you familiar with Python? Copy the sample script into a text file, save it with a .py extension and then if you have Python on a machine, (for example an installation of ArcMap, or even on the Server), open Idle and then open the script. Under Run, select Run Module to run the script. Enter whatever information is appropriate for the prompts.
