I have been asked to find some imagery for the Arctic National Wildlife Refuge area. While Bing has great imagery for this area we would like to explore free options.

I assume you HAVE already looked at the Esri imagery basemap.
The other free dataset that I assume would be of interest is the Landsat8 archive. Our global landsat8 service is only for mid latitudes but if you search ArcGIS Online (Living Atlas) for "Landsat Arctic Views" you will find imagery for this region. Of course, much of it is cloudy, but you can select any available date.
Note for finding scenes with minimal clouds you may want to use the viewer at Unlock Earth's Secrets | Esri Landsat. Scroll to the bottom and be sure to choose the Arctic image service, then click on the Clock icon to activate the time selector. You can also filter on cloud cover and season to identify the best image dates, then if you add the image service into ArcGIS Pro (or the ArcGIS Online viewer or ArcMap) you can get access to the same scene in 8 spectral bands.

And yes I HAVE looked at the esri stuff. I did not know about the landsat viewer - very cool. I was thinking I would have to wade through it on Earth Explorer.
Some of the landsat does look slightly better than the esri image service.
