ArcPad 10.2.4 Data Manager Tool Bar is not present in ArcMap 10.4.1 on Windows 8.1 machine

Our I.T staff has recently updated our Public Works department with Windows 8.1. When I installed ArcPad 10.2.4 on those machines, I cannot view the ArcPad Data Manager Tool Bar within the Extension list in ArcMap 10.4.1. ArcPad is installed and authorization number has been applied.

Check Customize > Extensions

1. Check if ArcPad Data Manager is in the list, if so, check it

Check Customize > Customize Mode

1. Check ArcPad Data Manger toolbar is in the list, if so, check it
2. If not, select Add From File
3. Navigate to C:\Program Files (x86)\ArcGIS\ArcPad10.2\DesktopTools10.0
4. Select ArcPadToolsGen2.dll
5. Click yes to all the ESRI Assembly Registration Utility questions

If you are having issues with ArcPadToolsGen2.dll you may need to install some prerequisites, for example, the Microsoft Visual Studio 2008 C++ Runtime.

I have ran thru the customize mode and selected the ArcPadToolsGen2.dll. I clicked yes to the Registration Utility questions and the toolbar now appears. I also have installed Microsoft Visual Studio 2008 C++ Runtime and restarted the machine. ArcPad still does not appear as an extension in the extension pane of ArcMap 10.4.1. Again, I have opened ArcPad, registered it and have that side of it complete, I believe.
