ArcMap unable to connect to AGOL

I'm using ArcMap 10.4.1. I can sign into AGOL through ArcMap but when I try to add a basemap / content from AGOL I receive the error message "An exception occured during a webclient request".

Some searching and it looks like it might be a C# error.

I recently updated from windows 8 to 8.1 but have not had to reinstall ArcMap (it just worked after the windows update).

Check if any of the solutions in Troubleshooting issues adding ArcGIS Online basemaps to ArcMap | Support Services Blog works for you.

Also a relevant thread Add Basemap throws exception 

If they don't work, you will need to contact your local Esri Tech Support.

Thanks Jayanta. I'm able to add "My hosted services" from catalog to arcMap. so I suppose this is a problem specifically with arcMap. I've tried "add basemap" and trying to open AGOL from arcMap (file > arcgis online).

While the "Add basemap throws exception" thread makes for interesting reading... I'd prefer not to do a clean install.

Close all ArcGIS Desktop Applications (ArcMap, ArcCatalog, etc.), and delete Normal.mxt file in C:\Users\<UserName>\AppData\Roaming\ESRI\Desktop10.x\ArcMap\Templates

Open a new ArcMap Session.
