Unable to open TaxParcelEditingMap template

Each time I try to open the TaxParcelEditingMap template from here ArcMap crashes with the "ArcGIS Desktop has encountered a serious application error and is unable to continue" message. Is anyone else having this problem and is there a solution?

After downloading, I too tried to open the TaxParcelEditingMap template, from my Windows Explorer, going first into TaxParcelDesktopInstall, where the template is located.  I got an error stating "ArcGIS 9.3 or higher including the .Net Support Feature is required to run this application."

We are running ArcGIS 10.  I haven't found a solution yet, and I'm not sure right now if we have the .Net Support Feature installed with our ArcGIS Desktop.
