We have some layers that due to security concerns we don't want people to be able to zoom in to a large scale and see the specific location. We've published the layers with scale visiability enable to display only when greater than 1:3,000,000 but when a user enables pop-ups and clicks on a point, they are able to select "Zoom To" in the pop-up and zoom into a scale that allows them to identify the location of the point (even though the point isn't displayed).
I'm not sure what would be best, addressing this during publishing or wihtin the web map directly. I realize we could use secure services, but this doesn't allow the public to see the general distibution on a regional scale.
