SQL Syntax standardization

In select by attribute and in ArcGIS in general SQL syntax should be standardized.

         FGDB users use: MOD ( "Elevation" , 1000) = 0
Personal geodatabase users use: 0 = [ELEVATION] MOD 1000

If access has to use this syntax 0 = [ELEVATION] MOD 1000 how about file geodatabase also use this syntax?
Single and double quotes drive me crazy in ArcGIS. In almost all other databases single quotes can be used. ArcGIS isn’t even consistent within its own program. What works in select by attribute does not necessarily work in field calculator. Good coding principles dictates that there should be conventions for syntax like this.
