Make service URLs not case sensitive

Everywhere elese on the internet, the case used in a URL doesn't matter. But for some reason, in ArcGIS, if I don't type the right case, it doesn't find the service.

Not only does it not find the service, but every URL request that doesn't match the case sends a SEVERE message to the ArcServer logs. I don't think this should be categorized as being SEVERE. We have users/apps that send in many URLs requests with mis-matched case resulting in our Server logs having 10s if not more of SEVERE messages. Thanks.
