Avoid posting empty content in an HTTP Post request

Some applications, such as arcgis.com viewer, makes an HTTP post to a feature service to check whether post is accepted. However, the post is done via attaching "f=json" to the end of URL, then post an content-length:0 header with no content. This can be preceived as a security threat by some web load balancer such as F5, thus preventing the edit session to start.

To resovle this problem, the application should do a real post with "f=json" as content.
