Currently if you check the Background Label checkbox on a feature class, called Counties, that will allow other labels to go on top of those labels from Counties. But I would like this check box to also allow other feature classes themselves to draw on top of the Counties background Labels. In this example: http://resources.arcgis.com/en/help/main/10.2/index.html#/Setting_labels_as_background_labels/00s800000055000000/ I would like the thick, red road line feature class to draw on top of the grey "Isle of Wight" label. Truly in the background. The only way to accomplish this now is to make annotation and put the annotation at the bottom of the table of contents. Too much to maintain if the layer is changing a lot.
