ArcGIS Server configuration process

    The server configuration process, as of 10.1, seems unnecessarily complicated. As best I can tell you log in to the Manager, create a new site, and a server-side process then attempts to communicate with the server itself via an external-facing web interface to configure the default services. This leaves it vulnerable to firewall, proxy and network configuration issues in corporate environments which are often heavily locked-down. For example, the process that runs the server is a local user, not a domain user: if your proxy demands domain authentication, the server configuration will fail unless you disable the proxy for that local user.

    My suggestion would be to run the configuration internally on single-server installs, without using an external network interface.
