Additional functionality when exporting to pdf

    When exporting a map to pdf, three should be functionality to determine which layers have a default state of "on" and "off" and which ones are locked.

    example: I have traffic count annotation layers from 1989 to present, I want them all in one pdf document, where a user can turn on and off years at their leisure. However,m the current export utility only exports layers that are turned on. Which means that all of the years of data are turned on and annotations are overlapping.

    present workaround: having to purchase a higher level of adobe software that permits this functionality. (cost: $$$)
