The background to this idea is at http://gis.stackexchange.com/questions/20861/how-not-to-copy-features-when-too-many-would-be-output

My understanding is that ArcObjects has a MaxRecordCount setting available to, for example, limit how many features can be requested by a web page from a DBMS via ArcSDE.

However, there seems to be no equivalent available on the Copy Features tool itself, or available to ArcPy.

I'm keen to have an easy way to avoid copying hundreds of thousands of features from a 3.5 million polygon feature class in a maps and reports on demand type application when I cannot quickly calculate how many will be copied in advance.
