In the buffer tool you can choose the units for the distance independent of the units of the projection system (e.g. Nautical Miles in a metric system). It would be great to do the same in the near tool, which uses only the units of the feature class projection system (see discussion in following link: http://forums.arcgis.com/threads/9168-generate-near-table ).
