If you are referring to inserting a pdf into the layout as a graphic you can do this now, by going to Insert > Object. If you are referring to adding a geopdf as a datasource to a map, this idea is documented at:
What about allowing the ability to add a PDF (regular, non-GeoPDF) as data to a data frame, then being able to use the georeferencing toolbar to align it wih base data? (Similar to adding JPG and TIFF maps and georeferencing those.) Quite often someone supplies an old map in PDF format that I'd like to digitize features from. First I have to convert the PDF to an image format so I can then add it to ArcMap for georeferencing. To save the hassle, could ArcMap and the Georeferencing toolbar be updated to allow the addition of PDF's (even non-GeoPDF formats) as data files?
