Moving up /down

I’m wondering why moving the items up/down is not allowed everywhere in the ArcGIS! We need it to arrange our data and work more properly!

Example:

1.     Domain

2.     Coded values

3.     Subtype

4.     Fields (already suggested)

5.     Classes in case of raster (already suggested)

6.     Many others! I think!

Is this difficult to be developed?

I agree with some of these. Coded value lists can be a pain to rearrange. Domains and Subtypes are listed alphabetically though which makes sense. Classes in a classified raster do not make sense to rearrange. They are based on break points in the histogram of the data.
