Import FGDC metadata in .txt file format

There are a lot of data files that only have external <name>.txt FGDC metadata files. In Arc9.3 of course you can import these just fine. Can't do that in Arc10. Is that possible (realizing it will be ArcGIS Metadata when imported)?

This is the exact reason I came to this site. I have a txt FGDC metadata file that I could have imported just fine prior to 10. I tried to look through the documentation and they mention something about a USGS tool that converts it, but I was unsuccesful at figuring out what it was doing. I can understand the ArcGIS Metadata principle as there are so many types of metadata. This text file is formatted like normal FGDC and ArcCatalog acts like I'm trying to import a picture or something, and the errors don't really tell me anything either.

There is a section called Importing FGDC metadata not in XML format down the page a bit that explains this if you are interested in it Elena.
