Simple Idea.Dont you guys think a shortcut key CTRL+E or ALT+E will help in activating the "Start Editing" Dialog for the Topmost vector layer ?

This would assume that the layer you want to edit is always/often the top one in the TOC?
You can set a custom key for the standard Editor > Start Editing command (which brings up the dialog box to choose the layer to edit), but the layer list is alphabetical (in 10 anyway).
Customize > Customize Mode... (or Tools > Customize... pre-10)
Keyboard... button at the bottom
Commands: Start Editing
Alt + E
