It would be helpful to find all the data on ArcGIS Online that intersects my map display or feature.

I agree. When I use ArcGIS Online I am looking for things that can help me in my job....these are almost always data sets that pertain to my location....these are the things that are important to me.
A lot of the content does not have tags that include the spatial location of the data, just tags about what the data is (not where it is), so searching is not always easy.
Being able to explore and discover content in my area will also help me qucickly and easily understand what other poeple of doing. Once I have found others, we can begin to work together.
