Marker line endpoints don't place arrows on the end of a line for some reason. Tweaking the endpoint offsets helps but is not really a desirable method for solving this problem.

I agree with dynamically shortening the arrow length. All other applications I've used show an arrow head that looks fine without having to do any manual tweaking. I can't think of any situation where I'd want a thick line extending outside the width of an arrowhead at the end of a line. Why would ESRI even design the arrowheads in this way in the first place?
So now every time I decide I need to have an arrow pointer in my map I cringe with the thought of dealing with this issue.

Can you make the change to the line style and then save it within your styles template as an option to chose at a later time? In theory you would not have to edit the line every time. Just thinking outside the box...

So the question is for your idea would your expectation be to dynamically shorten the line so it does exceed the length of the arrow symbol or dynamically offset the arrow so it is beyond the length of the line? Do you want the back of the arrow to start at the end of the line and extend beyond the length of the line?
