Better control for map display tips

Allow for operator control over map tips and have them display for different sources at different scales. Further, having the ability to add more than one field is of value, similar to joins/labels functionality.

Thank you for posting your idea. Although not specifically possible in one layer you might consider having multiple layers with scale depencies to control how different map tips show at different scales.
In regards to the second point, you do have the ability to have map tips pull from more than one field. To do this go into the properties of the layer and select the Display Tab. Under Display Expression click the expression button to build a custom expression. For example if I have 2 fields, "Owner" and "Address" I could build the following expression, [Owner] & ": " & [Address] to show a map tip that might look something like, "Tom Smith: 155 South St.". Also make sure you check on "Show MapTips using the display expression"

Only display Map Display within the Scale Range of the layer. At least in ArcGIS desktop 9.3.1, MapTips keep being displayed outside of the scale range of the layer
