Provide a means to report bugs on the support website

    This will allow
    1. Users to see if the problem they are experiencing is has been reported
    2. Users without a support contract to report repeatable bugs. (this would also include government employees - whose agency probably has a support contract, but which has set up such a byzantine procedures for accessing it that employees don't bother reporting bugs)
