Set the extent of a layer from another layer

Add a "Extent" tab in the layer properties to set the extent of a layer with the outline of an other polygon layer. This idea is to avoid clipping layers all the time.

I believe what you are asking for already exists. In the Data Frame Properties -> Data Frame Tab -> Enable "Clip to Shape"
This allows you option for clipping the data frame which includes specify the outlines of features.

I agree, but this exist only for all the layers in the specified dataframe. I mean it will be usefull for only one layer (or more) to set the extent from the outbounds of an other layer. Like the extent tab in the layer properties of a raster, you can set the extent of this raster with the rectangular of an other layer but with the exact outbound of a polygon layer.
