It currently appears that the AGO measure tool calculates length in Planar measurements. The actual real distance between 2 points as most of us measure it is Geodesic. In ArcGIS Pro you can switch between the 2 modes.
ArcGIS Online does not have this option. Thus, measurements are wildly incorrect and a poor representation of the actual feature as it applies to its length on the ground.
