ArcGIS Pro 2.5, Export command to return to the last location of export. Clicking on the folder icon opens a default location, not the last location a map was exported.
Good suggestion, you beat me to it. Lets hope it gets more exposure.

The way that it currently works is that the path for Name will populate with the directory where you last exported. In the image below, I exported to C:\EXPORTS so when I open the Export pane again, it is populated to export to that directory again. You say "So if I need to rexport to the same location for overwriting or new files,..." If you've already exported to a location, all you should need to do is update the output name in the path - the previous export location should already be populated, so there should be no need to browse.
But if I choose to browse to another location, I see that it goes to ...Documents\ArcGIS.
You're asking for the browse dialog to open to the last browse location in the Pro session. For the work that you do, or the way that you manage your files, it doesn't matter if you had browsed somewhere to Add Data, or browsed somewhere for geoprocessing output, it would work for the Export pane browse to open to the last location, regardless of what you were browsing for?
Providing some more details about the overall workflow will be helpful to understand how this might be improved.
I think as a minimum, the dialog that opens when you hit "browse" should open at the location identified in the Name field
However, if you wanted to be extra clever, it would also be awesome if the Name field/dialog box that opens was project and/or .aprx dependent. What I mean by this is, if I am working on "ProjectA" and exporting PDFs to a folder C:/ProjectA/EXPORTS - then when I am in the ProjectA.aprx it remembers where I last exported PDFs to inside ProjectA. However, if I am working on ProjectB, then the aprx remembers that the last time I was working on the ProjectB.aprx I exported PDFs to C:/ProjectB/EXPORTS and thus opens that directory (rather than the ProjectA directory).
Hi Kory - Here's my two cents and a workflow explanation to try to further help illustrate why this would be nice (imho).
Ideally, the browse will open to the last directory I exported a layout to, or at the very least the last directory I browsed to in the Pro session.
It's great the path in the Name field will populate with the directory where you last exported, and that's a good start. But..., as mentioned, I also really want the browse button to take me to the last folder in Windows Explorer where I exported a layout. Here's why, for me at least.... I export a lot of pdf's and jpg's with somewhat complicated (but standardized) naming conventions. I often do this between multiple map layouts in the same project, and my exported PDF naming conventions do not match my map layout naming conventions. So as soon as I switch layouts, which I do often when working within a project, the name populated in the Name field defaults back to the map layout name. Rather than re-typing a complicated naming convention (and potentially making a mistake), the easiest way to update products when I re-export or export another version (I also do a lot of sequences of PDF exports where only the date or version changes in the name) is to browse, click on a previous version, and change the one or two characters I need to in the name. It's a little cumbersome / maddening to me that I can be doing a series of map exports and have to navigate to my same directory each time. I know I can pin folders in the navigation pane of Windows Explorer to get there quicker, but that's still just another couple clicks that could be avoided.

I actually wish the current behavior was different, but rather than post a new idea I'll add to this thread with my 2 cents.
I wish the default path for Export Layout worked just like the default path for Geoprocessing tools output; that is to say, I wish it defaulted to the current project folder rather than to the location I last exported to.
Though, since it appears this is different than what other people want, I'll just ask for a checkbox or a setting that could toggle this option on or off. Maybe in the Export Layout pane have a check box: "Always default export location to current project directory".
