I just wanted to mention I noticed that AGOL has 24 basemaps, while ArcMAP and ArcGIS Pro have 12. I was surprised they were not ported over in the ArcPro 2.5 and ArcGIS 10.8 update.
Hi Mark Volz I had marked this as In Product Plan because I saw all the basemaps in Pro 2.6.
However, when working back in 2.5.1, I saw that they're all there as well:

If I sign in to an ArcGIS Online organization where Vector tile basemaps are not enabled for clients that support them, note the difference:

Check it on. Note that you will need to relaunch Pro to pick up the settings.
So it appears that this is already offered in Pro. Since these are vector tile basemaps, they will not be supported in ArcMap.
We found that our ArcGIS Online setting under General, Organizational defaults for Region also impacted which basemaps were available to ArcGIS Pro users when signed in to our organizational account. Ours was set to World, which limited our basemap offering compared with not being signed in to our org. When we set this to United States we saw the full set as when not signed in.
This came out of investigating basemap problems with Portal for ArcGIS with Esri Technical Support. We were told that the differences between the regions are not documented by Esri.
