ArcGIS Online Transparency in Hosted Feature Service not obscuring labels in underlying layers

ArcGIS Online Transparency in Hosted Feature Service is not obscuring labels in underlying layers.
In my current ArcGIS Online WebMap, I would expect my underlying labels to be obscured by this black polygon which is higher up in the layer list than the underlying labeled line data.
Can you please add the option to allow end-users to turn on/off label visibility relative to overlying layers? I do not want to turn off labels for the entire line layer. In this case, I would want the black polygon to obscure the visibility of the layer and the labels underneath it.
Please note that this is the case whether or not transparency is 0 or more than 0%.
