Move Custom Filter Button in WAB Themes

I propose moving the custom filter icon in the filter list for built-in WAB themes on Portal for ArcGIS. If the filter list is as long as the screen, which mine are, the last filter toggle is covered up by the custom filter icon/button. This makes it difficult for a user to select the last filter to toggle it on and off. I have attached an image as an example.
