Add ability to export using UTC time offset

Is it possible for ArcGIS  to have an option to export feature services to *.csv using UTC time offset instead of UTC+00 time?

It is fine to store all dates and times in UTC+00, but I think it would be helpful if there is an option to export it in our local time. Therefore the dates and times in *.csv will still using the local timezone.

Dates and times are display using local time (UTC+7).

Dates and times are display using local time (UTC+7) as well in ArcGIS .

But once it exported to *.csv, 'A Time Question' field is changed to UTC.
